REPUBLIC OF SERBIA – BASIC INFORMATION

Republic of Serbia is continental country situated at the crossroads of Central and Southeast Europe, covering the southern part of the Pannonian plain and the central Balkan Peninsula. County covers area of 88.361 km2 and has more than seven million residents. Belgrade is the capital of Republic of Serbia and it is situated at the confluence of the Sava river and into the Danube. With 1,6 million residents Belgrade represents administrative, economic and cultural country center. Larger cites are Novi Sad, Kragujevac, Niš and Subotica. Official language is Serbian. Official currency is Serbian dinar (RSD). Republic of Serbia is in middle Europe time zone (GMT+1).

GEOGRAFIC AND TRAFFIC POSSITION

Republic of Serbia is located at the crossroads between East and West Europe which Morava - Vardar and Nišava -Marica valleys as part of major natural routes lead to the Aegean Sea, the Anatolian Peninsula (Republic of Turkey) and further to Middle East. European transport corridor 7 (Danube river) I 10 (road and rail) pass trough the territory of Republic of Serbia and meet in Belgrade. Belgrade airport Nikola Tesla in year 2016 had nearly 5,000,000 passengers, which makes it most frequent in the region. Railway Belgrade-Bar connects the capital of Republic of Serbia with this important Adriatic Sea harbor.

EUROPEAN INTEGRATION

Membership in the European Union is strategic foreign policy priority of Republic of Serbia. Republic of Serbia has the candidate status for membership in EU since March 1, 2012, while the Decision on opening the accession negotiations European council made on June 28, 2013.

TERMS OF BUSSINES

Republic of Serbia has very liberal regulations which allow foreigners to easily found and register business companies or entrepreneur agencies. Republic of Serbia is attractive destination for foreign investors, as for relocation of existing business or for its initiation. The reason for this is first of all qualified labor force who can bee hired at, for investor, exceptional conditions, than very favorable geographical location which makes it simple for investor to purchase and further place the goods on the big market of the European Union, countries of CEFTA and Russian Federation. Lower tax rates than the most European countries where from usually investors come and various state incentives are very important part of favorable climate for foreign investment. Republic of Serbia has accepted most of the legal framework of the European Union in the field of company law and officials from both sides do not expect any difficulties in their implementation.

RELEVANT AGREEMENTS FOR ACCESS TO FOREIGN MARKETS

  • The Stabilization and Association Agreement between the European Communities and their Member States on the one hand, and the Republic of Serbia on the other (the SAA), entered into force on September 1, 2013;
  • Interim agreement on trade and trade-related matters between the European Community, of the one part, and the Republic of Serbia, of the other part, from April 29, 2008;
  • Agreement on free trade between Russian Federation and Federal Republic of Yugoslavia from August 28, 2000 and Protocol between government od Republic of Serbia and government of Russian Federation on exception from free trade regime and rules on determination of the origin of goods;
  • Agreement on amendment of and Accession to the Central European Free Trade Agreement - CEFTA 2006, entered into force on May 1, 2007.

 

 

TAX RATES

Republic of Serbia and resident country of foreign investor may have concluded an agreement for avoidance of double taxation which relates on income tax, property tax etc. As for now Republic of Serbia has concluded agreement for avoidance of double taxation with 59 countries across the world. The tax rates are determined by these agreements. Standard corporate profit tax rate stands at 15.00%. Standard VAT rate is 20.00%.

Law prescribes earning tax rate in Republic of Serbia at 10.00%. When it comes to compulsory social security contributions for Employees which are paid by the Employer, the contribution rate for pension and disability insurance stands at 12.00%, health in contribution rate stand at 5.15% while the rate of unemployment contributions 0.75%. Rates for compulsory social security contributions for Employees which are paid by the Employee are identical and for pension and disability insurance stands at 12.00%, for health 5.15% and for unemployment 0.75%. Republic of Serbia and resident country of foreign investor may have concluded bilateral agreement with aim of harmonizing national legislation in the field of social insurance which would, among other things guarantee the same treatment for citizens of booth states within the framework of national legislation.

RESIDENCE AND WORK PERMITS IN REPUBLIC OF SERBIA

Due to visa liberalization stay in Republic of Serbia up to 90 days for EU citizens who posses standard passport does not require visa. For longer stay it is necessary to obtain temporary residence and work permit if the temporary say is granted on the basis of business activity. One of the measures for attracting foreign investments is simplified procedure for obtaining temporary residence and work permits. Founding of company, branch of foreign company or entrepreneur agency, referral to work in the Republic of Serbia, employment of foreigners in local company are just some of the legal grounds of temporary stay for foreigners in the Republic of Serbia. Obtaining work permit is the next important step and it is closely connected with temporary residence and its renewal. The entire procedure of obtaining temporary residence and work permit can take less than 45 days.
